- The government of Odisha distributed smart health cards under the Biju Swasthya Kalyan Yojana (BSKY) in Malkangiri district. As part of BSKY, CM Naveen Patnaik announced that smart health cards would be distributed to 3.5 million people in Bhubaneswar on Independence Day.
- The smart health cards were distributed on August 20, 2021 at Sanskruti Bhawan in Malkangiri district. The chief minister gave the smart health card to Sukri Dhangidi Majhi, a woman from the Bona tribe.

According to the government of Odisha, with the BSKY Smart Health Card Scheme, a person can simply take their card to a hospital and receive all the necessary treatments without any hassle. Beneficiaries of BSKY can receive treatment at all government hospitals. There are also 208 private hospitals empaneled with the scheme. As the chief minister said, smart cards will allow them to take advantage of the facilities. The scheme allows family members to receive a maximum benefit of Rs 5 lakh per annum. For women, the limit is Rs 10 lakh.
Biju Swasthya Kalyan Yojana 2.0 (New Guidelines Effective September 1, 2022)
All 96 lakh smart health cards will be provided to all 96 lakh families under both the national and state food security schemes. Odisha govt. Beneficiaries of the NFSA/SFSA will receive the BSKY Smart health card. Families can use their NFSA/SFSA cards until the BSKY card is distributed, beginning on September 1, 2021.
The government will launch the new Biju Swasthya Kalyan Yojana in phases. In the first phase, it will be implemented in Malkangiri, Sundargarh, Gajapati, Bolangir, and Mayurbhanj districts following its announcement on August 15, and in all districts by November 2021, the State Health & Family Welfare Department said in a letter.

The BSKY has two components to achieve its objective of providing health protection to economically disadvantaged groups:

Online Application Procedure
Under this scheme, all enrolled families covered by BKKY Streams I & II, RSBY, BPL, and Anatodaya Anna Yojana (AAY) will be automatically enrolled. Families with low income but without either of these cards can obtain BSKY benefits by obtaining an income certificate for annual incomes of under Rs. 50,000/-in rural areas and below Rs. 60,000/-in urban areas.

Over 44 lakh beneficiaries of the Rashtriya Swasthya Bima Yojana (RSBY) have been included in the Biju Krushak Kalyan Yojana (BKKY). This move was taken after the validity of the RSBY Scheme, launched by the central government earlier this year, expired. Beneficiaries have been advised to exchange their old RSBY cards with the new BSKY ones.

On August 15, 2018, the state government launched three new schemes: the Universal Health Coverage Scheme; Biju Swasthya Kalyan Yojana; and Drop Back Assistance. Here are some of the highlights of this health insurance scheme.

In total, 4036 packages have been finalised under BSKY. The rates of packages have been rationalised based on the current cost of treatment. Most rates are higher than the CGHS package rates. New Guidelines for Biju Swasthya Kalyan Yojana 2022 in Odisha
The following are the revised guidelines for the BSKY scheme:
- People can now receive treatment up to Rs. 3 lakh for cancer, heart and kidney diseases, which used to be Rs. 1 lakh.
- Those living outside Odisha now have access to the BSKY scheme anywhere in the country.
- In addition, Odisha citizens who wish to benefit from the scheme outside the state will also be able to do so. State and central governments will cooperate in this regard. Hospitals must be accredited under the BSKY scheme.
- BSKY covers approximately 4,036 medical packages, whereas PMJAY covers only 1,343 packages.
- BSKY has been extended to all premier hospitals such as Tata Memorial Hospital, Mumbai, CMC Vellore, and Narayana Hrudalaya.
- Patients who are referred to hospitals outside the state will also be charged Rs. 2,000 for conveyance. Beneficiaries will have the funds deposited directly into their bank accounts.
- Beneficiary families of the Biju Swasthya Kalyan Yojana are not required to pay any premium amount. A government agency will pay the entire premium amount on behalf of beneficiaries.
- The Biju Swasthya Kalyan Yojana will also cover the treatment of pre-existing diseases.
Besides all the government hospitals within the state, BSKY will initially cover around 208 private hospitals. The package rates have also been revised upward to attract more hospitals to the scheme.

All government medical college hospitals will continue to offer healthcare services under the BSKY scheme. Health services and blood bank facilities will be provided free of charge to all patients, regardless of whether they are above or below the poverty line (APL). Under the Biju Swasthya Kalyan Yojana in Odisha, free treatment facilities were available from sub-centers at village level up to the district headquarters level.
