Telangana Government’s New Initiative: Empowering the Erukal Community

Introduction to the Scheme:
The Telangana government recently introduced a new initiative aimed at aiding the Erukal community within the state. Known as the ‘Erukala Empowerment’ scheme, it has been allocated a substantial fund of Rs.60 crores for implementation. The scheme’s execution will be facilitated through Tricar, a trusted channel for such projects.

Background and Objective:
In anticipation of the approaching state elections, the government, led by BRS Sarkar, initiated this scheme in line with the successful Dalit Bandhu program. The Erukal Empowerment Scheme is specifically tailored to address the needs of the Erukal community, a segment constituting 4.54 percent of the ST population. Primarily engaged in pig rearing for their livelihood, this community faces various challenges, especially concerning urban regulations. The scheme’s primary objective is to empower them economically and socially.

Key Features of the Scheme:

  1. Financial Support: The government offers a 50 percent subsidy, capped at Rs.30 lakhs, for each unit participating in the Erukala Empowerment Scheme. The remaining 50 percent cost is divided, with 40 percent covered by a bank loan and 10 percent as the beneficiary’s contribution.
  2. Eligibility Criteria:
  • Pig rearing units must be located 3 to 5 km away from settlements.
  • Participants should either own a minimum of two acres of land or enter a lease agreement spanning seven years.

Scheme Implementation:

  • District-level collectors, operating under a committee chaired by them, are responsible for sanctioning this scheme, ensuring its effective implementation.
  • Oversight at the state level is managed by a committee led by the Chief Secretary of the ST Welfare Department, ensuring adherence to the scheme’s objectives and guidelines.

Focus Areas:
The YES (Yerukala Empowerment Scheme) emphasizes activities such as pig rearing, construction of cold storage facilities, packaging, transportation, and setting up shops. By targeting these specific areas, the scheme aims to enhance the economic prospects of the Erukal community, fostering sustainable livelihoods and societal progress.
